Themes?

I got the 8 inch Tab E with my Note 7 from Tmob and was in the settings trying to figure out where to download Android Themes to the tablet and can't find it anywhere. It was in the settings on the Note 7, pretty easy to find on the phone.

Does anyone know how to do this on the Tab E?
