how to open adb in the boot.img(Samsung SM-N9200 Android6.0.4)

Hi All:
I have tried to modify ro.secure, ro.debuggable, and ro.adb.secure in boot.img. but adb is not working.(the android system version is 6.0.1)

so I want to know how to fix it, modify kernel or ramdisk?
